Job Description:
Project Overview The scope of this project shall include the
full range of construction security program management,
administrative, construction surveillance management (including
demobilization and closeout), construction surveillance, access
control, temporary security infrastructure and equipment. Also,
includes subject matter expertise on SCIF/SAPF Design, TEMPEST
Countermeasure design & construction, construction surveillance,
technical surveillance, Temporary Electronic Security System (TESS)
design, installation and operation formation under the purview of
the ICD 705 as Secure Work Areas (SWA) in lieu of SCIF or SAPF.
Primary Responsibilities ln accordance with the DoDM 5105.21v3 and
ICS/ICD 705, the SSM shall draft the CSP; outline threat and risk
mitigation strategies to be carried out for each TO for DIA/SEC
approval. As directed by the COR the SSM shall implement the CSP
when approved by DIA/SEC or the local responsible government
security officer. The CSP shall be implemented by the 35%
construction design mark. Participate and provide technical support
when attending meetings, in-progress reviews, integrated concept,
product teams, working groups, design meetings or conferences. Be
dedicated to this project and shall not hold any other positions on
other contracts unless specifically authorized by the COR and AO to
be a Part Time SSM. Perform design reviews of the project plans
throughout each phase of the design process. Conduct design reviews
shall be done from a security perspective to confirm designs and
plans are all inclusive of SCIF/SAPF accreditation requirements ,
both in their identification and within the details. Conduct an
initial Risk Assessment of each project, with subsequent risk
assessments completed as directed by the AO/SSO. Work with the
AO/SSO and project's General Contractor (GC) on the security
requirements for the project. Ensure requirements contained within
the ICD/ICS-705 {current version) are implemented and advise the
AO/SSO of compliance or variances. Conduct periodic security
inspections to ensure compliance with the CSP. Document security
violations or deviations from the TO specific CSP and notify the
AO/S50 within 3 business days. Ensure that procedures to control
site access are implemented. Maintain a list of all workers,
companies and venders used on the project and include this list in
the final SCIF accreditation files. Implement procedures to deny
unauthorized site access. Maintain CST and CAG documentation
records for the duration of the project to include in the final
accreditation package. Coordinate appropriate levels of the SSM
Staff on-site resources in conjunction with the Construction
Contractor's schedule to ensure security and surveillance at all
times. Develop SOPs for the SSM Staff to perform their duties in
accordance with the CSP, A0/550 Direction, and ICD-705. Create,
develop, and apply inspection methods to be conducted by SSM
personnel when inspecting construction materials, finished and
unfinished construction work, tools, equipment, personnel, and
personal items such as bags, lunch boxes, and associated items.
Apply extensive knowledge of DoD, the ICD/ICS, and any additional
administrative policies, regulations, instructions, and procedures
in order to develop and apply new techniques to implement and
execute innovative SCIF construction security strategies to achieve
the goals and objectives for the construction security and
accreditation of this project. Initiate and update the FFC and
TEMPEST Checklist, compiling all required documentation (floor
plans, certifications, details, etc.} for submission to the AO/SSO.
Perform and/or oversee all STC and IEEE-299 testing conducted in
support of approved CSPs Experience and Qualifications Requirements
Active, TS/SCI security clearance Bachelor's degree in a security
or intelligence field or equivalent work experience with a minimum
often (10) years of physical security officer. Must have a minimum
of six (6) years of security experience specifically related SCIF
construction, Intelligence Operations, Counter-Intelligence
Operations, CounterĀ Surveillance Operations, Technical
Surveillance Countermeasures, Physical Security, or a combination
of these experiences. Must have a minimum of three (3) years of
direct experience working on ICD-705 construction projects or
working as a Physical Security SSO. Direct experience for the SSM
level I means working at the project location as a CST, or SSM
Knowledgeable of and demonstrates ability to apply sixteen (16)
standard division of construction and technical listening devices
commonly used by foreign intelligence services Must hold a valid
certificate for the successful completion of a thirty-two (32) Hour
or greater SSM Training Course. Must hold a valid certificate for
the successful completion of a forty (40) Hour or greater CST
Training Course Knowledgeable of and demonstrates ability to apply
Intelligence Community (IC) and Department of Defense (DoD)
classification guidelines and procedures ICD/lCS-705 and experience
on at least one (1) separate ICD-705 projects. Additional
Requirements All contractor personnel are required to wear a
company uniform. Company uniforms shall be distinct, company
standard with a company logo, person's nametag, flashlight and
radios. All contractor personnel shall have Personal Protection
Equipment (PPE) associated with construction projects, complete
safety training/briefing as required by general contractor on site
who is responsible for enforcing safety regulations for the
project. PPE to include, but not limited to properly worn hard hat,
safety vest, safety glasses, footwear, and outerwear as appropriate
for anticipated weather condition. Access to DIA SCI networks
requires the successful completion of a CI Polygraph. All
contractor personnel performing work under BPA/SOW must comply with
all applicable Federal, DoD, and DIA directives, instructions and
standard operating procedures while providing contract support to
DIA, including accessing and handling government information as
