Job Description:
This position description is intended to define the mission of
the incumbent of this position. This description is to specify what
is expected to accomplish the function to be performed. This
description does not include the "How" of the job nor is it to be
taken as all-inclusive of the performance expected. ESSENTIAL
FUNCTIONS Responsible for implementing policies and decisions of
the Board of Commissioners and originating plans and procedures to
affect such policies and decisions as chief operating officer.
Plans, organizes, coordinates, directs, and oversees the overall
operation of the water and wastewater utility to provide and
deliver water and wastewater services to customers in a cost
effective and efficient manner. Establishes the formulating of
operating policies, procedures, goals, and objectives within
general administrative guidelines in support of the Company's
mission. Provides policy guidance and coordinates the activities of
staff. SPECIFIC DUTIES
- Under general direction of the Board of Commissioners, this
executive position involves the development, operation and
maintenance of our water and wastewater systems. Responsibilities
include directing, planning, implementing and managing capital
improvement, operational systems and equipment maintenance programs
and budgets; developing appropriate rate structures; coordinating
with local, state and federal agencies regarding surface and ground
water delivery programs and related issues, concerns and policies
and ensuring state and federal compliance with water management and
conservation requirements, water quality and related environmental
controls and regulations.--
- Work includes developing and implementing policies and
procedures for the management and operation of the utility
district. Work requires extensive exercise of initiative and
independent judgment in managing, material, financial and personnel
resources.
- Plans, coordinates, and directs all Department activities,
including capital and systems improvement, engineering and
construction programs, water resource research and development
projects, system operations and maintenance, customer services and
fiscal management.
- Establishes policies and procedures for implementing,
administering, and coordinating all programs and functions of the
District, including but not limited obtaining and maintaining a
designation of an assured water supply; responding to water
quality, recharge, and effluent issues; and oversight of the
construction and operation of water/wastewater and sewer systems in
new developments and throughout the county.
- Establishes long and short-range goals and objectives and
reviews personnel and program performance.
- Resolves major administrative and operational problems and
provides guidance and leadership to administrative and supervisory
personnel.
- Work with the supervisor of inspectors to ensure the proper
inspection and with maintenance supervisor to insure proper repair
of the water system; maintenance of a sufficient water supply,
- Review of all water- and sewer-related engineering plans and
contracts; preparation of water system development plans,
improvement, or expansion plans; collection of all funds due the
District; compliance with federal, state, and local health
regulations; compliance with federal, state, and local ordinances
and requirements in general.
- Preparation of annual budgets and capital improvement
plans.
- Attends monthly Board of Commissioners meetings to present
budgets, activity reports and plans for future activities.
- Reviews the implementation of employee training and safety
programs; directs and ensures the active implementation of
effective safety and loss prevention policies, programs, and
training.
- Directs the implementation of financial, rate, technical and
design studies, and research projects to assure effective,
efficient, and economical construction, maintenance, operations,
and customer services.
- Directs the development and implementation of appropriate and
effective management of information and records and reporting
systems and procedures.
- Performs other related, similar, or logical duties as assigned
or required. Production Continuity - Planning
- Communicate on behalf of the Board of Commissioners
- Performs duties with only general direction and has broad
latitude in determining methods and scheduling to meet requirements
within budget.
- Responsible for maintaining productive production flow
throughout the organization
- To foresee and overcome the obstacles to meeting production
problems
- To determine the productive capacity of the District and
provide for future growth
- Interact with staff in local, state, and federal agencies and
respond to the legislative and deliberative bodies.
- Work closely with senior level staff to manage communications,
documents and reports and be proactive in planning the needs of the
utility. Formulate policies relative to this objective. Establish
short and long-term objectives and develop programs and methods to
implement those objectives with the Board's approval. Cost Control
- To ensure optimum utilization of people, machines, and
materials
- To develop procedures, standards, methods, internal controls,
budgets, and schedules
- To develop an operating budget for each fiscal year and submit
to the Board of Commissioners for approval
- Operate within the approved budget
- To promote cost-consciousness, but not to jeopardize long-term
growth for short-term economics Customer Relations
- Proper communication with persons of all economic and education
levels
- Responds to all calls/inquiries in an efficient, effective, and
timely manner
- Ensures operations are not interrupted by decisions arising
from poor customer relations
- Handles disputes and/or complaints within the framework of
company policies
- Supports, implements, and enforces all policies outlined in
company policy manual Workforce
- Work with department heads to maintain an adequate workforce
with emphasis on proper placement and development of employees
- Formulate proper wage and benefit policies for all employees
and submit to the Board of Commissioners for approval Safety and
Health
- To be familiar with guidelines formulated under OSHA, Workman's
Compensation, and company's insurance carrier as well as State and
Federal regulators.
- Enforce all company safety policies and procedures
- To make available safety education and training for employees
Employee Relations
- To work with department heads to ensure that operations are not
interrupted by decisions arising from poor employee relations
- To build positive, productive human relations between
departments
- To conduct and/or oversee performance reviews for all
employees. To feedback results and ensure areas of improvement be
satisfied and that outstanding performance be rewarded
- To appropriately encourage suggestions and constructive
criticism
- To handle disputes and disciplinary matters within the
framework of company policies
- To develop procedures, standards, and methods pertinent for
carrying out employee relations policies
- Support, implement and enforce all policies outlined in
employee handbook Security
- Maintain and protect company assets under supervision
- To eliminate sabotage, pilferage, embezzlement, theft, and
other destructive and costly activities
- To develop and maintain an ongoing system of security
- Proper floor layout, equipment, machines, and materials to
ensure full flow of operations and safe movement within the
area
- Periodically analyze existing housekeeping situations and make
realistic recommendations for upgrading these areas Employee
Development
- To maintain company ongoing programs to train employees and
supervisors which will include on-the-job training,--
- To assure that employees have the opportunity to receive
training needed to improve their level of competence and skill in
line with company policies and procedures, and prepare for higher
level jobs when so inclined and when company needs dictate Personal

- To keep abreast of developments in the field of management, the
technical areas under his supervision and, developments within the

Other Characteristics
- Extensive knowledge of water/wastewater and sewer system
planning, design, construction, operation, and management.
- Thorough knowledge of utility financing, rate structures and
administrative practices.
- Considerable knowledge of federal, state, and local
regulations, laws and ordinances pertaining to water development,
water quality and related environmental controls and
regulations.
- Thorough knowledge of water resource planning, production,
treatment, and delivery and of wastewater reuse options.
- Considerable knowledge of budget preparation, construction and
systems estimating and strategic planning.
- Skill in administering and managing a water utility and in
utilization of personnel, materials, equipment, and resources.
- Skill in communicating effectively verbally and in
writing.
- Ability to establish and maintain effective working relations
with state and local officials, customers, contractors, appointed
committees and the public.
- Ability to determine and project long-term system requirements
and to develop and implement programs and presentations to assure
management and public awareness and approval. Qualifications
- Bachelor's or Master's degree in public or business
administration, public management, civil engineering or related
fields, with courses in water resources, hydrology and water
treatment or closely related field and a minimum of six years
executive management experience in the management and
administration of a water utility, municipality, special district
or comparable experience, or an equivalent combination of
experience, education and training that provides the desired
knowledge, skills and other characteristics.
