Job Description:
Job Description Job Description The Clinical Director serves as
the senior clinical authority responsible for ensuring the quality,
integrity, and compliance of all clinical programming across
Freeman Recovery Center’s continuum of care. This position provides
clinical oversight and direction, ensuring that treatment services
adhere to the standards established by the Tennessee Department of
Mental Health & Substance Abuse Services (TDMHSAS) and The Joint
Commission (JC) for behavioral health programs. The Clinical
Director collaborates closely with the Program Director, Medical
Director, and Compliance to ensure clinical services are
evidence-based, trauma-informed, and person-centered. This role
focuses on clinical quality, staff competency, and program
fidelity, not direct supervision or licensure supervision. Primary
Responsibilities: 1. Clinical Oversight & Program Quality ?
Provides clinical leadership and oversight for all licensed levels
of care (Detoxification, Residential, PHP, and IOP). ? Ensures all
services meet TDMHSAS licensure requirements (Rule Chapters
0940-05-42, 0940-05-44, 0940-05-47) and Joint Commission Behavioral
Health and Human Services standards. ? Reviews and approves
clinical policies, procedures, and treatment protocols in
collaboration with the Compliance Officer and Program Director. ?
Conducts periodic chart and documentation reviews to confirm
compliance with Rule 0940-05-42-.09, ASAM criteria, 42 CFR Part 2,
and HIPAA. ? Provides guidance on complex clinical cases, treatment
modalities, and discharge planning processes. ? Ensures treatment
services are individualized, trauma-informed, and evidence-based.
2. Collaboration & Program Development ? Works hand-in-hand with
the Program Director to ensure clinical programming aligns with
operational objectives, staffing patterns, and licensure
requirements. ? Partners with the Medical Director to ensure
medical and clinical coordination for integrated behavioral health
services. ? Collaborates with leadership to implement outcome-based
programming and performance improvement initiatives. ? Participates
in Quality Assurance and Performance Improvement (QAPI) meetings,
Utilization Review, and Treatment Team meetings. ? Provides input
on clinical staffing competencies and collaborates with HR and the
Program Director regarding clinical training needs and continuing
education. 3. Compliance & Accreditation ? Maintains an active
working knowledge of TDMHSAS regulations, Joint Commission
accreditation standards, and federal requirements affecting
treatment services. ? Participates in surveys, audits, corrective
action planning, and incident reviews. ? Provides clinical
oversight of treatment documentation, ensuring progress notes,
treatment plans, and discharge summaries meet regulatory and
ethical standards. ? Reviews clinical Corrective Action Plans
(CAPs) and assists with policy development related to clinical
governance, treatment planning, documentation, and patient rights.
? Ensures policy adherence through routine and focused clinical
audits in collaboration with the Compliance Department. ? Ensures
compliance with all federal requirements related to the clinical
program. 4. Training & Professional Development ? Supports ongoing
staff training initiatives related to clinical best practices,
documentation standards, trauma-informed care, and co-occurring
disorder treatment. ? Promotes a culture of professional growth,
ethics, and accountability among clinical personnel. ? Reviews and
recommends relevant continuing education or certifications aligned
with licensure standards. 5. Leadership & Communication ? Advises
the Vice President of Operations and Program Director on clinical
trends, treatment outcomes, and compliance risks. ? Serves as a
liaison between clinical operations and executive leadership. ?
Represents Freeman Recovery Center in community, state, or
accreditation forums as needed. ? Ensures communication of clinical
updates and policy changes to appropriate teams in a timely manner.
Education and experience, degree and/or certification required (if
applicable): 1. Education: Master’s degree or higher in a
behavioral health-related field (Counseling, Social Work,
Psychology, Marriage & Family Therapy, etc.). 2. Licensure: Active
Tennessee license as LPC-MHSP, LCSW, or LMFT. 3. Experience: At
least five (5) years of progressively responsible experience in
behavioral health or substance use disorder treatment, with
demonstrated knowledge of state and national clinical standards. 4.
Training: Proficiency in ASAM criteria, trauma-informed care, and
co-occurring disorder treatment. 5. Certifications: CPR/First Aid
required; Crisis Intervention/De-escalation training preferred. 6.
In-depth understanding of addiction treatment models, clinical
documentation, and outcome measurement. 7. Ability to interpret and
apply TDMHSAS, Joint Commission, HIPAA, and 42 CFR Part 2
standards. 8. Strong analytical and problem-solving skills related
to clinical operations and compliance. 9. Excellent collaboration,
communication, and leadership skills. 10. Commitment to
client-centered, trauma-informed, and culturally competent care.
